For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
Bahria University seeks a complete CBE software package with full source code delivery plus hardware for deployment across health sciences campuses nationwide, likely serving thousands of MBBS/BDS students. The project spans multiple campuses, suggesting medium to large scale infrastructure investment. Note the short lead time to August 2026 closing; bidders must have proven capability in academic examination systems and rapid hardware deployment. The mandatory source code delivery is unusual and may indicate concerns about vendor lock-in or long-term system ownership.
Who can bid: Notice does not specify registration requirements. Bidders are expected to be technically qualified firms capable of software development and hardware supply; typically such procurement requires SECP company registration, NTN, and relevant portfolio evidence. Any restrictions under PPRA 2024 apply.
