Description / Scope of Work
Islamabad Police invites sealed electronic bids for the procurement of tyres, tubes, batteries and filters (oil, air, fuel) required for its MT (motor transport) fleet during the financial year 2026-27. The procurement is being conducted by the Office of the Assistant Inspector General of Police (Logistics) in Islamabad, Federal territory. This is a single-stage two-envelope procurement using Quality and Cost Based Selection (QCBS) methodology, administered through the e-Pak Acquisition and Disposal System (ePADS) version 2.0 in accordance with Public Procurement Rules 2004 and Public Procurement Regulatory Authority (PPRA) guidelines. The scope includes supply of automotive consumables and spare parts essential for maintaining operational readiness of the police motor transport fleet.
Eligible bidders must be firms or companies holding valid and active National Tax Number (NTN) and Sales Tax Registration Number (STRN). Only entities registered in the Active Tax Payers List (ATL) of the Federal Board of Revenue (FBR) may participate. Bidders must submit certified copies of firm registration, General Sales Tax Registration, National Tax Number and bank account details. A bid security in the prescribed amount must accompany each bid, which may be in the form of Pay Order, Call Deposit Receipt (CDR), Bank Guarantee or Demand Draft. Registration on ePADS version 2.0 is mandatory for all participating bidders.
Electronic bidding documents containing detailed terms, conditions, technical specifications and essential requirements are available on the ePADS platform. Bids prepared according to bidding document instructions must be submitted through ePADS only, up to 11:00 AM on Monday, August 10, 2026. Bids will be opened the same day at 11:30 AM through ePADS; manually submitted bids will not be accepted. The department reserves the right to increase or decrease quantities of required items as needed.
