Description / Scope of Work

The National Highway Authority invites proposals from interested bidders for establishing fruit tree plantations along National Highway corridors across Pakistan. This concession opportunity covers nine distinct road projects with a combined plantation area of approximately 648,622 plants across multiple locations including Lahore to Abdul Hakeem (36 km, 18,898 plants), Pindi Bhattan to Multan (140 km, 73,480 plants), Hala to Hyderabad (220 km, 115,486 plants), Sukkur to Multan (142 km, 74,540 plants), and Makran Coastal Highway (653 km, 342,782 plants). The concession tenure is fifteen years, extendable for ten years upon satisfactory performance. Bidders must be Active Taxpayers and establish ownership with proper geographic and topographical data while bearing own risk and cost in addition to payment of advance non-guaranteed grace period charges.

Eligible bidders must be Active Taxpayers and should submit proposals comprising detailed terms, conditions, and financial mechanisms. Each concession requires the concessionaire to mobilize resources for plantation and related purposes, paying guaranteed annual net revenue to NHA after concession expiry. The concessionaire shall maintain and operationally control all trees and installations, bearing associated costs. NHA reserves the right to reject any or all proposals and will conduct a pre-bid meeting on August 6, 2026, at NHA headquarters in Islamabad.

Interested parties must obtain bid documents from NHA's General Manager office in Islamabad and submit proposals by July 30, 2026, with a mandatory deposit of Rs. 5,000 (non-refundable) in favor of the NHA Road Maintenance Account. Technical proposals will be evaluated on August 18, 2026, at 1100 hours in NHA Auditorium, Islamabad, with financial bids to follow.
