Description / Scope of Work
The Deputy Conservator of Forests Sahiwal invites electronic bids for the procurement of plants and afforestation services along the Vehari to Multan Road (KM 06-50/LRS, total length 110 km) during 2026-27. The project scope encompasses the supply of 36,300 healthy plants in earthen pots or grow bags (12-inch pot size) in multiple species including Amaltas, Budha, Lagestroemia, Bakain, Kachnar, Tabebuia, Tecoma, Jacaranda, Bottle Brush, Neem, Terminelia, Peepal, Pilkan Sirs, Kikar, Shisham, Hibiscus, Jatropha, Kanair, Sukhchain and other ornamental and shady trees and shrubs, each measuring 5 to 6 feet in height. The service includes loading, unloading, carriage to site, and planting operations. The estimated total project cost is Rs. 9,075,000, with completion required within 15 days of work order issuance.
Eligible bidders must be firms or contractors registered and renewed with the Federal Board of Revenue (FBR), Punjab Revenue Authority (PRA), and Pakistan Engineering Council (PEC) with code CE-10, and registered with the FC&R Department with a valid professional tax certificate from the Excise and Taxation Department for 2026-27. Bidders must possess their own nursery and qualified forest-related staff. The bid security requirement is 5% of the estimated cost (Rs. 453,750), to be submitted through the online portal. Joint ventures are not permitted.
Bids must be submitted electronically via the e-Procurement Portal (https://ep.punjab.gov.pk/auth/login) as per PPRA Rules 2014 under single-stage, two-envelope procedures. The bid submission deadline is 24 September 2026 at 11:00 AM, with opening scheduled for 11:30 AM the same day. Bidding documents are available for free download from the PPRA website and the portal. Bidders must quote rates for the entire package and all items; any item left unquoted renders the bid non-responsive. The lowest evaluated bidder based on cumulative quoted rate will be selected. All forestry operations must be conducted in consultation with the department.
