Description / Scope of Work
The Ministry of Law and Justice, Islamabad invites pre-qualification applications from workshops, firms and vendors for repair and maintenance services during the financial year 2026-2027. The procurement covers five categories: official vehicle repair and maintenance (Rs.300,000 bid security), office machinery and equipment servicing including air-conditioners and photocopiers (Rs.300,000), office furniture and fixtures (Rs.200,000), computer hardware, software and IT equipment including servers and networking (Rs.150,000), and general purchase and repair services up to Rs.500,000 under Rule 42 of PPRA Rules (Rs.50,000). All offices and workshops must be situated in Islamabad and registered with Sales Tax or Income Tax departments, with firms listed on the Federal Board of Revenue's Active Taxpayer List. The procurement operates under Rule-15 read with Rule 42(a) and (b) of PPRA Rules, 2004, amended from time to time.
Eligible bidders must be registered with relevant tax authorities and possess three years or above of technical experience in service and repair within their respective field. Firms must submit bid security in the form of Pay Order, Demand Draft or Call Deposit payable to the Section Officer (General), Ministry of Law and Justice. An affidavit on stamp paper valued at Rs.200 is required confirming the firm is not blacklisted and has no disputes with any government organization. The procuring agency reserves the right to accept or reject any or all bids in accordance with Rule-33 of PPR 2004.
Bid documents must be submitted through the E-Procurement portal ePADS at www.eprocure.gov.pk with hard copies submitted physically on or before 11:00 hours on 13 August 2026 to the Committee Room, 3rd Floor, S-Block, Ministry of Law and Justice, Pakistan Secretariat, Islamabad. Bid opening will occur at 11:30 hours the same date in the presence of bidder representatives. Physical verification of workshops will be conducted post-opening, and non-functional workshops will result in tender cancellation. The repair and maintenance contract will be valid until 30 June 2027, with firms required to depute full-time representatives available round-the-clock even on short notice and closed holidays throughout the financial year.
