Description / Scope of Work
Oil & Gas Development Company Limited (OGDCL), a major national energy company with GST No. 07-02-2802-001-55 and NTN 0787223-2, has issued a master set of tender document and terms and conditions applicable to all upcoming single stage one envelope bidding procedures for the supply of materials on F.O.R. (Free on Rail) basis. This master document serves as the framework for future procurements across the company's operations throughout Pakistan, establishing standardized procedures, eligibility criteria, bid evaluation methods, performance requirements, and contractual terms that will govern all material supplies under this procurement mechanism.
The tender is open to all prospective suppliers, manufacturers, and authorized agents or dealers who are properly incorporated or licensed by the relevant national incorporating agency or statutory body. Bidders must submit sealed bids containing original bid bonds in the amounts specified in individual Request for Proposals, delivered to the OGDCL Reception in Islamabad on or before the date and time prescribed in the relevant tender notice. All bids must be marked clearly with the manager of Supply Chain Management Department, addressed to OGDCL House on Jinnah Avenue, Islamabad, Pakistan, and bidders bear all costs associated with bid preparation and delivery.
Bidders may seek clarifications on specifications or terms through the SAP-Ariba Portal no later than one week prior to the bid submission deadline. The Purchaser reserves the right to increase or decrease quantities, cancel items, or have inspections conducted by its own representatives or third parties. Individual tender notices will specify detailed requirements, bid security amounts, delivery schedules, performance bond requirements, and all other specific conditions applicable to each procurement, with provisions for liquidated damages, force majeure, warranty obligations, and advance payment guarantees as outlined in the comprehensive master terms and conditions.

This master tender document establishes the framework and standing terms for OGDCL's single-envelope material supply procurements on F.O.R. basis. It is not itself a specific procurement call but rather a baseline ruleset that future individual tenders will reference and apply. Bidders interested in OGDCL supply contracts should review this document carefully, as compliance with all annexures—including technical bid forms, integrity undertakings, bank guarantee specimens, and ultimate beneficial owner declarations—will be mandatory for any subsequent specific RFPs. The document's emphasis on SAP-Ariba Portal communication and standardized bid security procedures suggests OGDCL operates a formalized, centralized procurement function.
Who can bid: Bidders must be prospective suppliers, manufacturers, or authorized agents/dealers properly incorporated or licensed by relevant national incorporating agencies or statutory bodies. Typically, vendors require valid GST registration, National Tax Number (NTN), and sector-specific licenses or certifications where applicable. The notice indicates no specific exclusions, but future RFPs will detail particular qualifications, technical capabilities, or experience requirements relevant to each material category.
