Independence Day 2026 Celebration Arrangements by District Council Chakwal

District Council Chakwal invites sealed bids for arrangements related to the celebration of Independence Day on 14th August 2026. The estimated cost of the contract is PKR 48,00,000 (48 million rupees). The scope covers all planning, coordination and execution activities required to organize and conduct a comprehensive Independence Day celebration event across Chakwal district in Punjab province. The bidding process is open to all eligible contractors registered on E-PADS for the year 2026-27 under the MRS 2nd Bi Annual 2026 schedule. The contract is to be executed during the period from 1st July 2026 to 31st December 2026.

Eligibility is restricted to contractors who have registered on E-PADS (Punjab's electronic procurement system) for the financial year 2026-27. Bidders must submit a bid security of PKR 2,40,000 (5 percent of estimated cost) from any scheduled bank in Punjab in favor of District Council Chakwal. As per Punjab Local Government Works Rules 2017, if the winning bid is equal to or less than 5 percent below the estimated cost, the contractor must deposit additional performance security ranging from 5 to 10 percent within 15 days of award notice. Non-responsive, non-readable, corrupted, virus-infected, non-signed or non-stamped bids shall be rejected. Submission of fake or forged documents will result in disqualification and blacklisting.

Bidding documents may be downloaded free of cost from https://ep.punjab.gov.pk/. Bids must be submitted electronically through the E-P System at https://ep.punjab.gov.pk/ by 10:45 AM PST on 12th August 2026. Bid opening will take place at 11:15 AM PST on the same day at the office of District Council Chakwal in the presence of bidders or their representatives. Upon acceptance of the bid, the successful contractor must execute an agreement on government-specified E-Stamp paper within seven days for issuance of the work order. The bidding shall be conducted in accordance with Single Stage Single Envelope procedure under Punjab Procurement Rules 2014.
