College Canteen Contract by Islamabad Model College for Boys

Islamabad Model College for Boys, G-13/2, Islamabad invites sealed bids from eligible firms, registered contractors, and experienced individuals for the award of a College Canteen Contract through open competitive bidding in accordance with applicable Public Procurement Rules. The newly constructed canteen facility spans over 800 square feet and is purpose-built to provide quality food and refreshment services to students, teaching staff, and employees. The college is one of the largest educational institutions in Islamabad with an enrolment of more than 1,400 students attending both morning and evening shifts from Prep Class to Class X. The successful bidder will operate and manage the canteen efficiently, ensuring continuous availability of hygienic, nutritious, and reasonably priced food items while maintaining high standards of cleanliness, food safety, customer service, and compliance with all contract terms and conditions.

Eligible bidders must hold a valid CNIC issued by NADRA and be registered as active taxpayers with the Federal Board of Revenue for the financial year 2025-26. Applicants must possess a valid license from the relevant regional Food Authority such as Punjab Food Authority or ICT administration. A minimum of five years of experience operating commercial cafeterias or canteens in Government or Semi-Government departments or organizations is mandatory. Bidders must submit a legally stamped affidavit confirming they have never been blacklisted by any public sector organization, bank statements covering the last three fiscal years demonstrating financial stability, and at least three satisfactory performance certificates from previous clients.

Bidders must submit qualitative evaluation documents including an operational management plan, Food Authority Certification or License, hygiene arrangements, food safety plan, cleanliness and waste disposal plan, and quality assurance and monitoring mechanism. Quantitative evaluation requires submission of financial stability bank statements, years of relevant experience documentation, performance certificates from previous clients, and proof of active taxpayer status. The contractor shall provide fresh hygienic food and beverages, operate during institution-approved working hours, maintain cleanliness and sanitation, deploy trained staff, comply with food safety regulations, display approved menus and rates, and promptly resolve complaints. All utility charges including electricity, water, and gas must be borne by the contractor in addition to fixed rent.
