Description / Scope of Work
Karnal Sher Khan Cadet College, Ismaila in Swabi district, Khyber Pakhtunkhwa invites sealed electronic bids from eligible, registered and financially sound firms and contractors/suppliers for the supply and operation of eleven distinct services under Single Stage Single Envelope Bidding Procedure. The services required include operation of college cafeteria, barber shop and cobbler shop; supply of liquefied petroleum gas; supply of fresh and dry rations and sanitary items for cadets' messes; supply of firewood for hostels and messes; supply of horse ration; operation of cadets' general store; and operation of laundry services and supply of books and stationery items. All procurements are for the financial year 2026–27 and shall be conducted in strict accordance with Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules, 2014 as amended, and KPPRA EPADS Regulations.
Bidders must be registered on the E-Pak Acquisition and Disposal System (EPADS) portal at https://kp.eprocare.gov.pk to download bidding documents and participate in the e-bidding process. Tender fee of Rs. 5,000 is non-refundable for each individual tender. Eligible bidders must possess valid Federal Board of Revenue (FBR) registration, active National Tax Number (NTN), valid Sales Tax Registration Number where applicable, and must appear on the Active Taxpayers List (ATL) at the time of bid submission. Each bid must be accompanied by bid security of Rs. 100,000 in the form of a Call Deposit Receipt, Pay Order or Bank Draft issued by a scheduled bank in favour of the Principal, Karnal Sher Khan Cadet College. Bidders must also submit an Affidavit on Stamp Paper confirming they have not been blacklisted by any government department or organization.
All electronic bids must be submitted online through EPADS on or before 10:30 am on 12 September 2026; manually submitted bids shall not be entertained. Submitted e-bids will be opened electronically in the presence of the Tender Opening Committee on 12 September 2026 at 11:30 am.
