Description / Scope of Work
The Directorate General of Special Education (DGSE), Ministry of Federal Education & Professional Training, Islamabad, is inviting prequalification applications from experienced firms, suppliers, manufacturers and service providers for three supply and service lots under the PSDP-approved project Centre of Excellence for Autism at H-8/4, Islamabad, valued at Rs. 1,349.421 million. The project involves supply, delivery and installation of furniture, fixtures and finishing items; supply, delivery, installation and commissioning of machinery, equipment, specialised assistive and therapeutic equipment with allied electro-mechanical works; and human resource recruitment and outsourcing services for project staff. Civil works are already under execution.
Applicants must be duly registered with the Securities and Exchange Commission of Pakistan or the Registrar of Firms as applicable, and with relevant Income Tax and Sales Tax authorities. A separate bid security shall be furnished for each lot applied for, in the form of a Bank Draft, Pay Order or Call Deposit Receipt (CDR) drawn in favour of the Project Director. Interested firms may apply for one or more lots. The prequalification document is available on the websites of the Ministry of Federal Education & Professional Training (www.mofept.gov.pk) and the Public Procurement Regulatory Authority (www.ppra.org.pk).
Applications must be submitted in hard copy on or before 19 August 2026 at 02:00 p.m. at the office of the Directorate General of Special Education, Islamabad. Applications will be opened the same day at 02:30 p.m. in the presence of applicants or their authorized representatives. A pre-bid meeting is scheduled for 06 August 2026 at 11:00 a.m. in the Committee Room, DGSE, G-8/4; online participation links available on request (03453582628). The Procuring Agency reserves the right to accept or reject any or all applications and to annul the prequalification process at any time prior to notification.

This is a three-lot prequalification for a major autism centre project worth Rs. 1.35 billion. Firms should be well-reputed and experienced in their respective supply or service categories. No specific PEC category is mandated for non-construction lots. Typically, suppliers in Pakistan also require NTN and Sales Tax Registration.
