Description / Scope of Work
The Executive Engineer Ghotki Division (Irrigation) invites electronic bids through SPPRA's EPADS e-procurement system for the procurement of goods, abkalani material and machinery for the financial year 2026-27. The procurement covers plantation of new various kinds of plants as an alternate method of procurement per SPPRA rule-16 (2010). The scope includes supply of abkalani material and hiring of machinery for use along canals and bunds in Ghotki Division, Sindh province, with an earnest money requirement of Rs. 1,000,000 and a tender fee of Rs. 1,500. This is a one-year supply and hiring contract valued at minimum financial turnover of Rs. 20 million, using single stage two envelope procurement procedure under national competitive bidding.
Eligible bidders must have a minimum financial turnover of Rs. 20.00 million with at least five years of experience. Bid security is required as specified in the bidding documents. The original pay order and bid security must be received at the office of the Executive Engineer before the closing date and time. All documents including security, affidavits and supporting documents must be properly signed, stamped and uploaded on EPADS by bidders. The bid validity period is 90 days. Bidders must be registered as per SPPRA requirements and provide all necessary documentation for technical and financial qualification.
Interested bidders can download the complete set of bidding documents and items description from SPPRA's EPADS website from the date of tender publication in newspapers or on the SPPRA website. Bids comprising two separate electronic envelopes with technical proposal and financial proposal must be submitted through the EPADS website by Thursday, August 13th 2026 at 01:00 PM. Technical proposals will be opened on the same day at 02:00 PM at the office of the Executive Engineer Ghotki Division. Financial bids of technically non-responsive bidders will be automatically disqualified. Opening of financial bids for technically qualified firms will be announced in advance through EPADS.
