Description / Scope of Work
THQ Hospital Rojhan, Government of the Punjab, invites sealed bids for framework supply contracts for the financial year 2026-27 through the Punjab E-Procurement System. The procurement encompasses ten lots with a combined estimated value of approximately 18.2 million PKR, including medicines (surgical and disposable items), dialysis items, biomedical gases, laboratory kits and reagents, X-ray films and chemicals, dental items, general store items, and electrical items. The contract is valid until 30 June 2027 and is extendable for three months based on satisfactory performance. All supplies must be available round the clock without breaks or gazetted holidays.
Bidders must hold a valid Drug Sale License (Form 09) of Pharmacy with Category A as per Drug Rules 2007 and be financially sound and well reputed. The bid security required is 2% of the estimated cost for each lot. All procurement shall follow PPRA Rules 2014 (amended to date) under a single-stage, two-envelope bidding procedure. Bids must be submitted electronically through the Punjab E-Procurement Portal (https://eproc.punjab.gov.pk/viewtenders.aspx) and remain valid for three months after technical bid opening. CDR, pay order, or bank guarantee must be submitted before bid opening time, otherwise the firm will be rejected outright.
Technical proposals will be opened on 17 August 2026 at 11:30 AM through Epad, with financial proposals opened subsequently for responsive and technically successful bidders only. Contract award will be granted to the bidder offering the maximum discount calculated on maximum retail price (MRP) as fixed by the Drug Regulatory Authority of Pakistan or manufacturers.
