Repair and Carpeting of Roads at Seed Processing Units by Punjab Highway Department

Punjab Highway Department invites sealed bids from registered engineering contractors on an item rate basis under the PPRA E-Tendering System for seven works involving repair and carpeting of internal roads at seed processing units and foot bridges across multiple locations in Punjab. Eligibility requirements mandate that bidders must be registered with Pakistan Engineering Council in the relevant category, registered on the Punjab PPRA website (www.punjab.eprocure.gov.pk), and possess valid CDR from the Executive Engineer Highway Mechanical Division Lahore at five percent of estimated cost. Earnest money must be submitted in CDR form alongside bids. False information submission results in immediate disqualification, blacklisting from C&W Department tendering processes, and recommendation to PPRA and PEC for further action against the contractor.

Bid documents must be uploaded on the PPRA website with original CDR submitted to the tender opening committee by 12:30 PM on 19 August 2026, half an hour before bid opening. Contractors may attend the Commissioner Lahore Division office at the specified time for bid retrieval and announcement of successful bidders. The procuring agency reserves the right to reject any or all bids under PPRA Rule 35.

Seven concurrent road and bridge repair/carpeting contracts worth 2.2–39.8 million rupees at seed processing units across Mianwali, Khushab, Sargodha, and Gujrat. All contracts have identical 30-day completion periods and open on the same date. Bidders must hold PEC registration and maintain PPRA portal accounts; CDR requirement is 5% of estimated cost. The portfolio spans routine maintenance (carpeting) and specialised work (foot bridge repair with canopy, W-beam guard rail installation).
