Description / Scope of Work
District Council Rawalpindi invites competitive bids for maintenance and rehabilitation civil works contracts under three separate schemes for the financial year 2025-2026. The first scheme covers rehabilitation of link roads in Besoota, Upper Sairi, Lower Sairi, Lower Berooti and link road in Village Samman, Union Council Narrar, Tehsil Kahuta with an estimated cost of PKR 18,310,000. The second scheme involves repair and rehabilitation of streets from Masjid to House Awais Kyani and Main Street in Moreen, Union Council Narrar, Tehsil Kahuta with an estimated cost of PKR 7,397,000. The third scheme concerns rehabilitation of Madina Street in Dhoke Munshi, Union Council Dhoke Munshi with an estimated cost of PKR 3,840,000. All works are located within District Council Rawalpindi, Punjab province, and will be executed on an item rate basis.
Bidding is open to approved contractors registered with the relevant authority. Bidders must quote rates item-wise in figures on the e-Procurement (EP) System as per Public Procurement Regulatory Authority (PPRA) rules. Bid security amounts are PKR 915,500 for the first scheme, PKR 369,850 for the second scheme, and PKR 192,000 for the third scheme. Contractors whose quoted lowest rates exceed the estimated cost by more than five percent must deposit performance security from a scheduled bank within fifteen days of notice issuance; failure to do so results in forfeiture of earnest money and re-tendering. Bids must be complete, legible and free from overwriting, cutting, tempering or doubtful entries; non-compliant bids will be rejected.
Bidding documents are available on the PPRA website and e-Procurement System from the publication date until 20-08-2026 at 11:00 AM. All bids must be submitted electronically on the EP System by the closing date and time. Tender opening will occur on the same date at 02:00 PM at the office of District Council Rawalpindi in the presence of contractors or their authorized representatives.
