Supply and Installation of IT and Medical Lab Equipment by NUMS Rawalpindi

National University of Medical Sciences (NUMS) Rawalpindi invites sealed bids for the supply, installation, testing and commissioning of IT and medical laboratory equipment for its academic activities at AFIRM in Rawalpindi, Punjab. The procurement follows a single stage two envelope PPRA bidding procedure, with technical and financial proposals submitted separately in a single sealed envelope. Bidders must declare the make, model and country of origin of all items and accessories. The invitation is open to registered suppliers, dealers, sole proprietors, associations of firms and companies, as well as government-owned enterprises if legally authorized. All tender documents must be completed in full; incomplete applications will be disqualified. Bids must be calculated in PKR and include information on materials origin, quality, specifications, warranty periods and GST.

Eligibility requires registration with relevant tax and government departments including Income Tax, PPRA, Sales Tax and company incorporation authorities. Applicants must not be blacklisted by PPRA or other government organizations, must not have been convicted of professional misconduct, must have fulfilled tax payment obligations, and must not have committed serious misrepresentation. In case of joint ventures, consortiums or associations, all members are jointly and severally liable, with a nominated lead member conducting business on behalf of all members. A company-maintained bank account is mandatory as NUMS makes all payments through crossed cheques. Bid security of 2 percent of total bidding cost must be submitted in the form of a CDR, demand draft or pay order; no other form of bid security will be accepted. The successful bidder's bid security will be retained until completion of the assignment.

Bid documents must be delivered to the Procurement Directorate at NUMS ATR Building, Adiyala Road, Rawalpindi, in a sealed envelope by 18 August 2026 before 0930 hours. Tenders will be publicly opened on the same day at or after 1000 hours at the Conference Room, NUMS (ATR), Adiyala Road, in the presence of participating bidders or their authorized representatives. Following technical evaluation, only technically qualified firms will proceed to the financial proposal opening, with the date and time to be communicated separately. Payment will be released only after full delivery of complete items and equipment as per specifications, purchase order and end user verification, with a work completion certificate mandatory. NUMS reserves the right to modify quantities without changing unit prices or other terms, and to accept or reject any or all proposals according to PPRA rules.
