Enterprise Level Manageable Layer-2 Switches Purchase by NADRA

NADRA, the National Database and Registration Authority under the Ministry of Interior & Narcotics Control, is inviting sealed electronic bids from eligible vendors for the purchase of Enterprise Level Manageable Layer-2 Switches with reference to specification P77446 E-Pads v2.0. The tender is open to registered Income Tax and Sales Tax payers on the Active Tax Payers List of the Federal Board of Revenue. This is a single-stage two-envelope procurement conducted through the ePADS platform in accordance with Public Procurement Rules 2004 and applicable regulatory guidelines issued by the Authority. The procurement headquarters are located in Islamabad at the NADRA main office.

Eligible bidders must be registered on the ePADS v2.0 portal to participate. Vendors are required to submit a hardcopy of their NTN Certificate, Sales Tax Registration proof, Business Registration proof, and an undertaking of non-black listing on company letterhead along with the original bid security. The bid security must be submitted in the form of a Bank Draft or Bank Guarantee. Electronic bids must be submitted through ePADS v2.0 on or before Thursday, August 20, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. NADRA reserves the right to reject any or all bids as per Rule 33 of the Public Procurement Rules 2004. Bidders are solely responsible for timely submission through the ePADS platform.

NADRA is sourcing enterprise-grade Layer-2 network switches, a mid-scale IT equipment procurement typical of government IT infrastructure refreshes. Bidders must be registered tax filers and on ePADS v2.0 before submission.
