Bidders must meet strict eligibility criteria including submission of tender fee and bid security, valid NTN/STRN certificates with 100 percent tax compliance, active tax filer status, GSR compliance certificate, OEM authorization letter, complete technical equipment data, 90-day offer validity, delivery period confirmation, comparison chart matching NLC specifications, non-blacklisting affidavit, and list of major clients with firm hierarchy and management portfolio. Joint ventures, consortiums, partnerships, and sub-letting are prohibited; only single legal entities meeting all criteria independently will be evaluated. Offers must be on company letterhead, signed and stamped by authorized executives without which they will not be entertained.
Tenders must be submitted in double sealed covers with separate technical and commercial offers, bearing tender enquiry number NL-1 and opening date on inner covers only. The outer cover should display only the NLC office address. Late submissions will be rejected. Bids failing to qualify evaluation criteria, lacking complete technical specifications and detailed brochures, non-responsive to required criteria, or lacking tender fee and bid security will be rejected. Successful bidders must supply equipment exactly as per Letter of Acceptance and contract agreement; non-compliance may result in confiscation of bid security, performance guarantee, and tender participation ban.
