Description / Scope of Work
The Ministry of Federal Education and Professional Training invites Expressions of Interest for prequalification of experienced, competent and financially sound consulting firms to establish a panel for undertaking independent Third-Party Evaluation and Validation (TPE/V) of education-sector programmes, projects, institutions, policies, funding mechanisms and development initiatives financed by the Federal Government and its attached departments, autonomous bodies, universities, schools, colleges and special initiatives across Pakistan. The prequalification is organised into six Lots based on the nature of development projects and programmes reflected in the PSDP 2026-27 portfolio, with each Lot corresponding to a distinct field of evaluation expertise and coherent area of professional practice. Applicants may apply for one, several or all Lots for which they meet the applicable criteria, with prequalification remaining valid for three years.
Eligible consulting firms must meet general mandatory criteria applicable to all Lots and lot-wise specific mandatory and qualification criteria. The prequalification does not constitute an award of any contract nor any commitment to invite proposals or award assignments. Prequalified firms shall be engaged on a lot-wise basis in phases and as required through subsequent task-based Requests for Proposal, Requests for Quotation or framework agreements in accordance with PPRA Rules and Regulations, with financial proposals invited only at the task-assignment stage.
The prequalification document is available free of cost from the Ministry's website, PPRA's website at www.ppra.org.pk and the Electronic Pakistan Acquisition and Disposal System (e-PADS). A Pre-Bid Meeting will be held on August 11, 2026, at 11:00 a.m. in Room No. 227, D-Block, Pak Secretariat, Islamabad, with virtual attendance available via Zoom. Applications must be submitted on ePADS and one original copy to the office of the Deputy Secretary, Room No. 227, D-Block, Pak Secretariat, Islamabad on or before August 20, 2026 by 02:00 p.m., with opening scheduled for 02:30 p.m. the same day.
