For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Heavy Industries Taxila is procuring tooling items via single-stage two-envelope tender with a 45-day delivery window post-contract signing. The FOR basis pricing model shifts freight responsibility to the buyer. Bidders face a tight submission deadline (1 September 2026) requiring submission of extensive eligibility documentation including three years of audited accounts and prior government contract evidence. This appears to be a one-off procurement for specific tooling requirements rather than a framework or recurring contract. The Rs 2,000 postal order requirement suggests moderate-scale procurement. Distributors and agents must demonstrate active OEM trade relationships.
Who can bid: Bidders must hold valid NTN and Sales Tax Registration. Manufacturers, authorized dealers, distributors, and suppliers are eligible. Typically, companies must demonstrate prior experience with government or semi-government organisations through executed contracts in the last three financial years. Non-blacklisting certificate on judicial paper and evidence of sound financial health (three years of audited accounts and recent bank statements) are mandatory.
