Description / Scope of Work
Zarai Taraqiati Bank Ltd (ZTBL) invites expressions of interest for pre-qualification of service providers to supply hotel services under a closed framework agreement. The pre-qualification process is part of the FY 2026-27 procurement plan with reserved funds allocated for eligible payments under the contract. This is a national-level procurement open to all qualified applicants. The objective is to establish a framework of pre-qualified hotel service providers who will subsequently participate in competitive bidding to supply accommodation and related hotel services as required by the organisation. The reference number for this opportunity is P78691 and notices have been published through the e-Pak Acquisition and Disposal System (EPADS).
The pre-qualification process is open to all national applicants subject to fulfilment of eligibility requirements specified in the pre-qualification documents. Interested applicants must demonstrate their capability and past experience in providing hotel services. Only pre-qualified applicants will be invited to participate in the subsequent invitation to bid stage. Applicants must provide evidence of relevant contracts completed, current contract status, and historical performance records. Any pending litigation or non-performance history will be evaluated as part of the assessment process.
The complete pre-qualification documents are available through EPADS v2.0 at https://epads.gov.pk/opportunities/federal/procurements/78691. Interested parties may obtain further information from the Procurement Department, ZTBL Head Office, Zero Point, Islamabad during office hours by contacting the unit head at +92-344-544-4455 or head.gpu@ztbl.com.pk. The pre-qualification follows a single stage, one envelope process and is conducted on a national basis without geographical restrictions.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

ZTBL is establishing a framework of pre-qualified hotel service providers for FY 2026-27 through closed agreement. This is a recurring, multi-year arrangement rather than a one-off contract, indicating sustained demand for accommodation services. The pre-qualification stage (current) will be followed by competitive bidding; only pre-qualified firms proceed. Hotel operators should note that ZTBL will evaluate past experience, current contract performance, and litigation history closely. The single-envelope process suggests technical and financial criteria are bundled, making compliance with data submission critical.
Who can bid: Applicants must be registered national service providers with demonstrated experience in hotel operations. Typically, hotel service providers require SECP registration (for companies) or NTN tax registration (for sole proprietors), valid business licensing, and evidence of completed hotel contracts. The notice requires submission of past experience, current contracts and progress, and litigation/non-performance history. No specific PEC category applies as this is non-construction services.
