Description / Scope of Work

Pakistan Post, under the Ministry of Communications, invites electronic bids for the procurement of 1,690 Android Smartphones intended to strengthen international mail delivery operations. This tender is issued by the Directorate General, Pakistan Post, which has reserved funds for FY 2026-27 to cover eligible payments under the contract. The procurement will be conducted through a single-stage, one-envelope least-cost-based selection (LCBS) technique in accordance with the Public Procurement Rules 2004 and applicable regulatory guidelines. Detailed specifications, terms, conditions and requirements are available in the bidding documents published on the e-Pak Acquisition and Disposal System (EPADS) platform.

Eligible bidders must register themselves on EPADS v2.0 on or before Tuesday, August 25, 2026, at 11:00 AM. All bids must be accompanied by a bid security amount as described in the bidding documents; however, if bid security is not required by the procuring agency, bidders are required to furnish a bid security declaration as specified. Bidders should note that manual submission of bids will not be entertained and only electronic bids submitted through EPADS v2.0 will be accepted.

E-bids will be opened on Tuesday, August 25, 2026, at 11:30 AM on the same platform.
