National University of Medical Sciences (NUMS) Rawalpindi invites sealed bids for the procurement of Capital Laboratory Equipment for NUMS KHINAMS located at Park Road Chak Shahzad, Islamabad. The tender is issued under a single-stage two-envelope bidding procedure with reference numbers MS/AHS/2026/22 and MS/CoN/2026/35. The selected vendor will be responsible for supplying, installing, and operationalizing all required laboratory equipment as per detailed specifications outlined in Annex-A and Annex-B, with full staff training provided where required by the end user department. All work must be completed within the timeframe specified by the procuring agency.
Bidders must be registered with relevant authorities including Income Tax, PPRA, Sales Tax, and Company Registration. Bid security of 2% of total bidding cost must be submitted in the form of CDR, DD, or Pay order; no other security form is acceptable. Joint ventures and consortiums are permitted provided all members are jointly and severally liable and a lead member is formally nominated with valid JV agreement. Applicants with prior convictions for professional misconduct, insufficient technical staff for installation and commissioning, weak backup services, or lack of relevant experience will be ineligible. A valid maintained bank account is mandatory as NUMS makes all payments through crossed cheque.
Sealed bids comprising separate technical and financial proposal envelopes must be submitted by 20 August 2026 at 09:30 hours at Conference Room NUMS (ATR) Adiyala Road Rawalpindi. Tenders will be opened publicly at or after 10:00 hours on the same day. For imported or high-end equipment, bidders must submit manufacturer authorization letters, CE Mark certificates, ISO certificates, Certificate of Origin, and quality assurance documentation with technical proposals. After technical evaluation, qualified bidders will be notified of the financial proposal opening date. Payment will be made only upon satisfactory delivery, installation, commissioning, and receipt of end-user work satisfactory report; no advance payment or mobilization amount will be released.
