Description / Scope of Work
Government College Women University Faisalabad invites sealed bids for the lease and operation of the main campus canteen for the financial year 2026-27 under the Single-Stage Two-Envelope procedure as per Punjab Procurement Rules 2014. The estimated contract value is Rs. 7,500,000 and the scope covers full operation and management of institutional food services on the university's main campus in Faisalabad, Punjab. This is a one-year institutional catering contract open to eligible firms, franchise operators, food chains, restaurants, and food-service companies with proven experience in educational institution catering.
Eligibility requires registration with FBR on the Active Taxpayers List and for sales tax where required by law. Bidders must demonstrate at least three years of verifiable experience operating a canteen or institutional food services for an educational institution or organization and must provide an affidavit confirming non-blacklisting by any government body. Each bid must include an interest-free bid security of Rs. 375,000 (5% of estimated value) as a bank draft from a scheduled bank in favour of the Treasurer, GCWUF. Bid Security and Performance Guarantee must be submitted online through Bank of Punjab as per the new rules of the Punjab E-Procurement System.
Bidding documents can be downloaded from www.gcwuf.edu.pk and are also available on ppra.punjab.gov.pk. Technical and Financial Bids must be submitted online on the Punjab E Procurement System (https://ep.punjab.gov.pk/) by 12:00 PM on 20 August 2026. Technical proposals will be opened at 12:30 PM the same day in the Committee Room, GCWUF, in the presence of attending bidders. Financial proposals of only technically qualified bidders will be opened at a later notified date and time.
