Tender Details
Description / Scope of Work
Pakistan Atomic Energy Commission's AECH PINUM Faisalabad, located adjacent to Allied Hospital on Jail Road in Faisalabad, Punjab, invites open tenders for the purchase of generic consumable items including envelopes, sheets, thermal paper rolls and phlebotomy consumables. The tender is issued under Notice No. 15 & 16/2026 on an F.O.R. PINUM basis. Suppliers are required to quote rates with validity of not less than 90 days from the date of bid opening. The delivery period must not exceed 30 days from the date of supply order issuance, though exceptional circumstances may permit extension with institutional consent. Detailed specifications of all required items are provided in Annexure-I attached to the tender document.
Bidders must submit earnest money security at the rate of 2 percent of the total quoted value in the form of a CDR or Pay Order (cheques are not acceptable) made payable to the Head, LAO, PINUM, P.O Box No. 2019, Jail Road, Faisalabad. Conditional or telegraphic offers will not be entertained. All quotations must be submitted in sealed envelopes clearly marked with the tender number and opening date. Quotations may include GST if applicable. Suppliers are responsible for obtaining sample approval and delivering stores within the stipulated period; stores may be delivered without prior sample approval, but rejection claims will remain the supplier's liability. All items must be suitably packed with sufficient cushioning material to withstand transit damage, with freight costs pre-paid and demurrage charges to be borne by the supplier.
Bid documents may be obtained from the institute, and tenders can be submitted by registered mail or delivered in person by hand. The date and time of receipt and opening of bids will be the same day as published in the newspaper carrying this tender. Bids and earnest money must reach the Head Admin, PINUM, at the Faisalabad address. For inquiries, contact PINUM at telephone +92-41-9210171-77, fax 041-9210180, or email plnumpaec@gmail.com. The Competent Authority reserves the right to accept or reject any or all tenders without assigning reasons.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
PINUM is procuring routine consumables—stationery and phlebotomy supplies—in what appears a regular operational purchase.
The 30-day delivery window and 90-day rate validity are standard; the earnest money requirement is modest at 2 percent. Note that sample approval is optional but rejection risk falls entirely on the supplier, and non-delivery within the stipulated period triggers automatic 2 percent earnest money forfeiture without further notice. This is typical institutional procurement with straightforward compliance demands but strict penalty clauses for delays.
Who can bid: The notice does not explicitly state eligibility criteria. Typically, suppliers must be registered with relevant Pakistani tax authorities (NTN), hold valid business registration, and be able to provide original earnest money in prescribed form. No specific sectoral licenses are mentioned; standard commercial registration suffices for consumables supply.
