Description / Scope of Work
303 Spares Depot EME, Lahore Cantonment, invites open competitive bids for the procurement of vehicle spares and components for B class vehicles under PPRA Procurement Rules 2004, rule 21. The tender reference is IT No 12 B Veh for fiscal year 2026-27, issued on 7 August 2026. Detailed item specifications are provided in an attached excel sheet. The procurement is conducted under single-stage two-envelope procedure as stipulated in PPRA rule 36(b), requiring separate submission of technical and financial proposals. Quoted rates must be valid until 31 December 2027 and inclusive of all government taxes including General Sales Tax and Income Tax. All items must be brand new or reconditioned as applicable, with country of origin and brand clearly specified against each line item. Rates are applicable throughout Pakistan, though transportation costs may be quoted separately for regions outside Lahore Zone. Only ITD-approved brands for B vehicles are acceptable.
Eligible bidders are typically those registered with 303 Spares Depot or other defence organizations and cleared by General Headquarters security protocols. Bidders must submit proof of tax filer status and FBR registration, professional tax documentation, GST compliance, and relevant experience certificates. ITD approval letters for quoted brands are mandatory. Financial capacity must be demonstrated through bank statements covering the last one year, and bidders must provide current stock levels and warehouse location details. Manufacturer or authorized dealer status is preferred and must be substantiated with appropriate documentation. A bid security of Rs 1.00 Million must be furnished as a CDR in the name of Commandant 303 Spares Depot EME. Firms must provide the shortest genuine trade-link to the manufacturer and original invoice performa or quotation from the equipment manufacturer.
Technical proposals will be opened on 24 August 2026 at 1130 hours, with a last receiving time of 1100 hours. Bidders must submit advance samples for quality and functionality assessment at the time of technical opening. All documents must be stamped and signed by authorized representatives.
