Central Power Purchasing Agency (Guarantee) Limited (CPPA-G) invites sealed bids from reputable international independent consultants to conduct heat rate testing of Independent Power Plants (IPPs) operating under the 2002 Power Policy framework across Pakistan. This consultancy assignment is authorized under the Federal Government Initiative as outlined in the Master Agreement, and addresses the need for independent verification of power plant thermal efficiency performance. The scope encompasses comprehensive heat rate testing services for multiple IPP facilities nationwide, with the project located in Pakistan's Federal territory and various provincial jurisdictions.
Bidders must be international independent consultants with substantial experience in conducting heat rate tests on thermal power generation facilities. Applicants are required to comply with all applicable laws of the Islamic Republic of Pakistan and demonstrate technical competency in power plant performance assessment. The tender process follows a single-stage two-envelope system whereby technical and financial proposals are submitted separately and evaluated sequentially. A non-refundable tender document fee of Rs. 100,000 (Rupees One Lac Only) in the form of a Payee Account Demand Draft payable to CPPA-G must accompany all bids.
Bid documents must be submitted to the Senior Manager Technical-IV at CPPA-G's offices located at Shaheen Plaza, Plot No. 73-West, Fazl-ul-Haq Road, Blue Area, Islamabad, Pakistan on or before 07 September 2026 at 11:00 A.M. (PST) for time stamping. Technical proposals will be opened on the same date at 11:30 A.M. (PST) in the presence of authorized bidder representatives. Only technically compliant proposals will advance to financial bid evaluation, with the financial opening date to be announced separately.
