Description / Scope of Work
Peshawar Electric Supply Company (PESCO) invites electronic bids through EPADS v2.0 for the disposal of forty unserviceable vehicles on an 'as is, where is' basis. The vehicles, comprising various models of pick-ups, trucks, jeeps and one fork lifter, are located across PESCO's operational divisions and grid stations throughout Khyber Pakhtunkhwa province. Total reserve price across all assets exceeds PKR 27 million, with individual reserve prices ranging from PKR 180,000 to PKR 1,800,000 per vehicle. This is a National Open Competitive Bidding process conducted under the Single Stage One Envelope Procedure of the Public Procurement Rules 2004 (as amended) and the Disposal of Public Assets Regulations 2024.
Eligible bidders include individuals, firms, companies, partnerships, state-owned enterprises, and NGOs/NPOs. All bidders must be registered with the Federal Board of Revenue (FBR) for income tax and sales tax, and must appear on the Active Taxpayer List (ATL). Bid security in the form of pay orders or call deposit receipts, calculated at 10 percent of each item's reserve price, must be uploaded electronically and submitted in original in favour of PESCO Sale Proceeds Account. Registration documents, though preferred, are not mandatory grounds for rejection if unavailable. Manual or physical bids will not be accepted under any circumstances.
Detailed bidding documents are available on the EPADS v2.0 platform. Electronic bids close on 19 August 2026 at 10:00 AM, with bid opening scheduled for 10:30 AM the same day. The highest evaluated responsive bid will be considered for acceptance, subject to approval by the competent authority. PESCO reserves the right to accept or reject any or all bids in accordance with Rule 33 of PPRA Rules. Grievances will be addressed by the Grievance Redressal Committee (GRC) constituted under PPRA Rules.
