Description / Scope of Work
The Directorate of Works and Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa invites electronic bids for construction of sports facilities at Shinwam in Chgmalai District, South Waziristan Upper. The project is part of the broader initiative for construction, rehabilitation and improvement of playgrounds at NC/VC level in merged districts across KPK province. The estimated cost is Rs. 47.84 million and the contract period is as per work order. Bids are invited under single stage two envelope e-bidding procedure in accordance with KPPRA Rules 2014 and applicable S.R.O notifications. The work involves playground construction requiring substantial equipment, labour and technical expertise.
Bidders must hold active registration with Pakistan Engineering Council (PEC) in category C5 or above and possess relevant experience in sports facility construction. Firms must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and appear on the active taxpayer list (ATL). Bidders must have completed at least two similar projects in the last three years, each valued at not less than 50% of the engineer's estimated cost. Bid security of 2% of estimated cost (Rs. 18,750) plus stamp duty is required. Joint ventures are not permitted. Bidders must demonstrate ownership or lease agreements for key construction equipment including excavators, rollers, compactors and concrete mixers. Staff documentation must be duly signed, stamped and accompanied by valid biometric records.
Bids must be submitted electronically through the EPADS portal (https://kp.eprocure.gov.pk/) on or before 26 August 2026 at 12:00 PM. Hard copy of CDR must reach the office of Deputy Director Works (South/Merged Areas) by the same deadline. Technical bid opening occurs at 12:30 PM on 26 August 2026 with financial bid opening to be announced after technical approval. Bids remain valid for 90 days. The procuring entity reserves the right to reject any or all bids.
