Government College Women University Faisalabad invites sealed bids for the lease and operation of the Main Campus Canteen for the financial year 2026-27 under the Single-Stage Two-Envelope procedure as per Punjab Procurement Rules 2014. The estimated contract value is Rs. 7,500,000 with scope covering full management and operation of institutional food services within the university campus located in Faisalabad, Punjab. The tender process includes technical and financial bid submission through the Punjab E-Procurement System, with bids receiving deadline of 20 August 2026 at 12:00 PM and technical bid opening at 12:30 PM the same day.
Eligible bidders must hold active registration with the Federal Board of Revenue on the Active Taxpayers List and possess sales tax registration where applicable by law. Candidates must demonstrate at least three years of verifiable and documented experience in operating a canteen or institutional food services for an educational institution or similar organization. Additionally, bidders must not be blacklisted by any government body and must provide an affidavit confirming this status. The bid must include interest-free bid security of Rs. 375,000 (5 percent of estimated contract value) submitted as a CDR or bank draft from a scheduled bank in favour of the Treasurer, GCWUF.

Technical and Financial Bids must be duly completed, signed, stamped and submitted online through the Punjab E-Procurement System (https://ep.punjab.gov.pk) by the specified deadline. Bid Security and Performance Guarantee must be submitted online through Bank of Punjab. Technical proposals will be opened in the Committee Room at GCWUF in the presence of attending bidders, with financial proposals of technically qualified bidders opened at a subsequently notified date and time. Late, conditional, incomplete or faxed bids and those without required bid security shall be rejected.
