Description / Scope of Work

The Directorate of Procurement (Navy), located through Bahira Gate near SNIDS Centre in the Naval Residential Complex E-8, Islamabad, invites sealed tenders for the supply of stores, equipment and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is governed by PPRA Rules 2004 and DPP&l-35 (Revised 2024), which establish the general terms and conditions for defence contracts. Prospective bidders must first familiarize themselves with the applicable regulatory framework before participating. The tender covers technical specifications and commercial terms that require careful compliance and detailed submission of documentation.

Bidders must be registered or willing to register with the Directorate General Defence Purchase (DGDP) to qualify for contract award, which will be granted only after security clearance and submission of required registration documents. Firms must possess requisite technical and financial capability. All bidders are required to submit bank challans, authorization letters where applicable, tax filing and sales tax registration proofs, CEO identification details, and certificates of conformance from original equipment manufacturers with country of origin clearly stated. Income tax filling proof and DGDP registration letters (if applicable) are mandatory documentation.

Tenders must be submitted in three sealed envelopes: the first containing technical offer in duplicate with all compliance documentation marked with tick marks; the second containing earnest money only; and the third containing the commercial offer with principal invoices and completed DP-2 forms. Technical offers shall be opened first, half an hour after the deadline specified in DP-2, and must clearly identify compliance status (Fully Comply, Partially Comply, or Non-Comply) against each technical requirement. Bidders should contact the P-31/PRE Section at 051-9262304 or 05120062059, or email adpn31pre@paknavy.gov.pk for further information.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a defence procurement by the Pakistani Navy for unspecified stores and equipment.

The notice does not state contract value or exact scope—these are referenced in the separate Schedule to Tender (DP-2), which is not provided in this document. Scale appears medium to large given the regulatory complexity and DGDP registration requirement. Bidders face a stringent submission protocol with three sealed envelopes, duplicate technical offers, and compliance matrix requirements. Tender closing is 1 September 2026. The requirement for OEM certificates of conformance and country-of-origin documentation suggests equipment supply (possibly IT or specialised systems). Newcomers must register with DGDP pre-award.

Who can bid: Bidders must be registered or willing to register with the Directorate General Defence Purchase (DGDP) and obtain security clearance. Firms must hold valid income tax and sales tax registration certificates. CEO identification (name and CNIC) is required. For international suppliers, OEM authorization letters and certificates of conformance are mandatory. Typically, defence suppliers in Pakistan are also expected to comply with security protocols and may require PEC registration if construction elements are involved.
