Description / Scope of Work
Heavy Industries Taxila invites sealed bids from eligible manufacturers, authorized dealers, distributors and suppliers for the manufacturing of 250 composite products under Category 3. The procurement is issued by the Supply Chain Management Directorate, HIT Taxila, located in Taxila Cantt, Punjab, on a Free on Rail (FOR) basis. The contract will involve delivery within four months of signing, and bidders must possess valid National Tax Number (NTN) and Sales Tax Registration as applicable. This Standard Bidding Document (SBD) outlines a single-stage, two-envelope bidding process to ensure transparent and competitive procurement in compliance with PPRA and Ministry of Defence Production rules.
Eligible bidders must submit photocopy of registration or pre-qualification letters from HIT, DGP, MoDP or government organisations; attested copies of Sales Tax Registration and NTN certificates; audit reports for the last three financial years; attested bank statements for one year; attested CNIC of the Chief Executive or Director; trade links with the Original Equipment Manufacturer in case of distributors or agents; and a certificate on judicial paper worth Rs 100 duly attested by an Oath Commissioner confirming the firm is neither blacklisted, suspended nor debarred by any government organisation. Documentary evidence of contracts executed in the last three financial years or work experience with government or semi-government organisations is mandatory. A postal order of Rs 2000 must accompany the technical bid.
