Description / Scope of Work
The Government Special Education Centre Khanewal invites bids for the procurement of winter and summer uniforms for boys and girls studying at the institution. The tender covers two lots with a total estimated cost of Rs. 21,00,000 and includes complete uniform sets for special education students in Punjab. Lot 1 comprises winter uniforms (estimated cost Rs. 9,00,000) featuring shirts, pants with belts, ties, banyans, socks, shoes, and jerseys for boys, and shalwars, qameez, shameez, shawls, socks, shoes, and jerseys for girls. Lot 2 covers summer uniforms (estimated cost Rs. 12,00,000) with similar items minus the shawls and jerseys. Sales Tax, Income Tax, and Punjab E-Procurement System registered firms are eligible to participate through the online portal.
Bidders must submit a Bid Security equivalent to 5 percent of the total estimated value of each lot in the form of a Call Deposit Receipt through online banking against a generated PSID, with proof attached to tender documents. Eligible participants must possess certified ID cards, General Sales Tax registration, Income Tax registration, and must accept all rules and conditions on the Punjab E-Procurement System. Before supply, successful bidders must deposit 10 percent of the total store value as a performance guarantee. All firms are responsible for payment of applicable government taxes including General Sales Tax and Income Tax, and must arrange transportation at their own cost.
Tender forms are available free of cost from the Punjab E-Procurement System account or PPRA website. Bidders must upload all documents and financial bids through the single stage two envelope procedure by 26 August 2026 at 10:00 AM. Technical offers will be opened at 10:30 AM the same day in the presence of the Purchase Committee and firm representatives. Successful bidders' financial offers will be evaluated later, while unsuccessful bidders' financial bids will remain unopened. Quality assurance includes random sample testing at National Textile University Faisalabad with costs borne by the supplier.
