National Highway Authority (NHA) Central Zone invites e-proposals from reputable consulting engineering organizations and firms for design review and construction supervision services across five major infrastructure projects in Pakistan. The scope includes rehabilitation and construction of an additional carriageway on the Faisalabad–Pindi Bhattian Motorway (M-4) across three packages totalling 150 million rupees; improvement and upgradation of the road from Lodhran to Multan on N-5 National Highway across two packages valued at 100 million rupees; construction of the new Rehmania Bridge on N-5 for 25 million rupees; construction of a missing cloverleaf loop and improvement of local traffic connectivity at the junction of M-1/M-2 motorway at N-5 (GT Road) in Islamabad for 50 million rupees; and construction of a two-lane approach road and river training works for the Layyah–Taunsa Bridge project for 100 million rupees. The aggregate estimated cost for design review and construction supervision across all packages is 425 million rupees. These projects span multiple provinces and highways, representing significant infrastructure development initiatives by the federal transport authority.
Eligibility requires that consulting firms hold a valid Pakistan Engineering Council (PEC) registration certificate for the financial year 2026-27 in relevant engineering disciplines, maintain active enlistment on the Federal Board of Revenue's Tax Payer List, and meet detailed eligibility criteria specified in the RFP documents. RFP documents are available for free download from the NHA website from 15 August 2026. A pre-proposal meeting is scheduled for 18 August 2026 at 1100 hours in the office of the Director (Coordination), Central Zone NHA, Lahore. Sealed e-proposals in hard book binding format must be submitted to the Director (Coordination) Central Zone, Shahpur Interchange, Multan Road, Lahore, on or before 28 August 2026 by 1100 hours. Technical proposals will be opened at 1130 hours the same day; financial proposals of technically qualified firms will be opened after technical evaluation completion.
