Description / Scope of Work
Pakistan National Shipping Corporation invites pre-qualification applications from international laboratory service providers for on-demand analysis of all types of marine fuel oils. The services required include comprehensive analysis of marine fuels per sample in accordance with ISO 8217 latest standard (2017/2010), covering standard testing including TAN and SAN testing. This is a closed framework agreement procurement funded from PNSC's own resources. Successful pre-qualified applicants will be invited to participate in competitive bidding in September 2026, with the framework agreement expected to be signed in October 2026 for a period of one year. The pre-qualification process is open to all international applicants subject to eligibility requirements outlined in the prequalification documents.
Eligibility requirements for applicants include compliance with eligibility criteria specified in the Prequalification Data Sheet and demonstrated capacity to conduct marine fuel oil analysis per international standards. Applicants must be registered and in good standing in their respective countries. All applications must be duly filled-in, signed and stamped before submission. PNSC reserves the right to accept or reject any or all applications as per Public Procurement Rules 2004.

Pre-qualification applications will be opened on the same day at 11:30 AM in the presence of applicants who wish to attend.
