Description / Scope of Work
Karachi Water & Sewerage Corporation (KW&SC), through its Store & Purchase Division, invites e-bids for the procurement of 1000 metric tons of sodium hypochlorite (liquid chlorine) with transportation for boasting and enchantment of city chlorination at various pumping stations across Karachi on an annual rate contract basis for the financial year 2026–2027. The estimated cost is PKR 83,720,000 with a bid security of PKR 1,700,000 and tender cost of PKR 10,000. The contract completion timeline extends until 30 June 2027. Procurement is being conducted under Sindh Public Procurement Rules 2010 (amended to date) via the single-stage, one-envelope procedure under Rule 46(1), using the EPADS (Electronic Procurement and Auction System) portal of SPPRA Sindh.
Eligible bidders must possess valid registration with the Sindh Revenue Board (SRB) and Federal Board of Revenue (FBR), and maintain active taxpayer status. Qualification requirements mandate demonstrated experience of at least three similar works completed within the last three years (July 2022 to June 2025); at least one similar work valued at 80 percent of the estimated cost or two similar works each valued at 50 percent. Bidders must submit income tax returns and financial audit reports for the last three years, demonstrating average annual financial turnover not less than the estimated contract value over the preceding five years. All supporting documents, company profile and bidding materials must be uploaded to the EPADS website. An affidavit confirming the firm has never been blacklisted, duly notarized, must accompany the bid. An Integrity Pact signed with official seal on stamp paper worth PKR 100 is mandatory.
Bidding documents shall be downloaded from the EPADS website (http://portalsindh.eprocurement.gov.pk). E-bids must be submitted by 28 August 2026 at 3:00 PM. Bid opening and announcement will occur on 28 August 2026 at 3:30 PM in the office of the Accounts Officer (Zone-II), KW&SC, Room 12-A, first floor, Block C, 9th Mile Karsaz, Shahrah-e-Faisal, Karachi.
