Description / Scope of Work
The Centre of Excellence in Molecular Biology (CEMB) at the University of the Punjab invites sealed bids from interested civil, mechanical, and electrical contractors for the construction of a clean rooms biotech laboratory facility in Lahore, Punjab. The project is divided into seven distinct work packages: HVAC systems for biotech clean rooms and production line (estimated Rs 31.20 million), clean rooms panels (Rs 5.5 million), electrical works (Rs 2.90 million), fire fighting works (Rs 0.80 million), process utilities (Rs 13.3 million), civil plumbing works (Rs 1.80 million), and furniture and mechanical works (Rs 4.50 million). The total project scope encompasses specialized laboratory infrastructure designed to meet biotech industry standards. Bidders may submit offers for individual lots or as a single combined package, with bid security fixed at 2 percent of the estimated price for each lot.
Eligible bidders must be registered contractors with relevant PEC (Pakistan Engineering Council) categories for civil, mechanical, and electrical works respectively. All bids must be submitted in sealed envelopes clearly marked with the lot number and contractor details, accompanied by certified copies of NTN, SECP registration, and relevant licenses. The bid security amount must be deposited as a Crossed Demand Draft or bank guarantee in the name of the Director, CEMB. Technical and financial bids must be uploaded separately on the e-PADS portal as per procurement rules.
Bid documents are available on the PPRA e-procurement portal (ePADS). Sealed envelopes containing technical and financial bids must be submitted to the CEMB office on or before 10 September 2026 at 10:00 AM. Technical bids will be opened at 10:30 AM on the same day in the presence of bidder representatives. The Director CEMB reserves the right to reject any or all tenders.
