Description / Scope of Work
The Punjab Building Department (North Zone) invites tenders for the re-construction of Punjab House Rawalpindi under ADP No 1889 for the financial year 2025-26. The estimated cost of the project is PKR 1098.882 million, with earnest money at 5% amounting to PKR 54.945 million. This is a single-stage two-envelope tender (technical and financial) to be submitted through the newly introduced e-Procurement System of the Punjab Procurement Regulatory Authority (PPRA) at https://ep.punjab.gov.pk. The work is located in Rawalpindi, Punjab, and construction firms and contractors must be enlisted or renewed with the PPRA in the relevant category and hold valid PEC licenses with appropriate specifications and codes.
Eligible bidders must be registered on the e-Procurement System and possess current PEC licenses matching the project specifications. The 5% bid security (earnest money) must be submitted electronically through the e-Procurement System in the prescribed manner. Only contractors with valid PPRA registration and PEC certification will be entertained, and those lacking relevant specifications will be rejected. False information will result in disqualification and referral to PEC and PPRA for strict legal action. A Performance Guarantee of 10% in the form of CDR or bank guarantee for 15 days will be required from the successful bidder.
The technical and financial bid documents must be submitted on the e-Procurement System by 27 August 2026 at 12:30 PM. Technical bids will be opened on 27 August 2026 at 1:00 PM at the office of the Commissioner, Rawalpindi Division, by the Tender Opening Committee in the presence of intending contractors or their representatives holding attested power of attorney. Financial bids will be opened after evaluation of technical bids, with detailed evaluation criteria available on the PPRA website.
