Description / Scope of Work

Virtual University of Pakistan, Directorate of Finance, invites sealed tenders for the supply and delivery of equipment for laboratories of biological sciences (BIO). The tender is issued under tender reference VU/26-27/07/893 through the e-Pakistan Acquisition and Disposal System (ePADS) v2.0. This is a single-stage, one-envelope procurement procedure for laboratory equipment required to support biological sciences programmes at the university's campus in Islamabad, Punjab. Interested bidders must register on ePADS v2.0 and submit bids electronically; all bids must also be submitted in hard copy format to the Procurement Department at the specified address on or before the closing date and time.

Bidders must be registered taxpayers with the Federal Board of Revenue (FBR) and appear on the Active Taxpayer List (ATL). Copies of NTN and GST certificates are mandatory attachments. A non-refundable tender fee of Rs. 1,000/- must be deposited online in Allied Bank Limited Account No. PK58ABPA0010061279710055, with the original deposit slip attached to the bid. Bid security in the form of Demand Draft, Pay Order, Call Deposit Receipt, or Bank Guarantee (cheques not acceptable) must be provided as specified in the bidding documents. A scanned copy of the bid security must be uploaded on ePADS v2.0, and the original must be submitted physically. Bidders must also furnish a bank-issued Financial Soundness Certificate not older than three months, a complete company profile, list of directors/partners/owners, affidavit on Rs. 100/- stamp paper confirming non-blacklisting by the Public Procurement Regulatory Authority (PPRA), and a list of active clients with contact details and copies of completed purchase orders.

The duly completed bid document must reach the Procurement Department, Directorate of Finance, Virtual University of Pakistan, not later than 03:00 PM on August 28, 2026. Late tenders shall not be entertained; telegraphic or faxed bids shall not be accepted. Bids will be opened at 03:30 PM on the same date at the Procurement Department office in the presence of bidders' representatives. Original tender documents with all item specifications must be attached to the bid. Delivery of items shall be the responsibility of the bidder at the quoted rates, which must include all applicable taxes, duties, and transportation costs.
