Access Road Construction from Habib University to ASF National Academy of Aviation Security by KMC

Karachi Metropolitan Corporation invites electronic bids through the EPADS e-procurement platform for the construction of an access road from Habib University to ASF National Academy of Aviation Security (NAAS) in Karachi. The project has an estimated cost of Rs. 167,822,567 and is being procured under the Single Stage One Envelope procedure as per SPPRA regulations. The scope includes road construction with specialization codes covering civil engineering works CE01, CE09, CE10, and electrical works EE06. Bid security of five percent of the estimated cost must be submitted alongside the bid, with a non-refundable tender cost of Rs. 5,000 payable to KMC. Bidders must possess a valid PEC license in Category C-4 or above with relevant field specializations, demonstrate active tax payer status with both FBR and SRB, and provide audit reports from ICAP registered firms for the previous five years. An Integrity Pact on Rs. 200 stamp paper must be submitted physically before bid opening. Eligible contractors should have average annual turnover not less than the project cost, valid electrical licenses from the Government of Sindh, and documented construction experience in similar government or semi-government sector works. Bid documents are available for download from the EPADS portal at portalsindh.eprocurement.gov.pk. All bids must be submitted online on or before August 27, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM at the KMC Engineering Department office behind Dawood Engineering University on New M.A Jinnah Road, Muslimanbad, Karachi. Bid validity is 90 days. Joint ventures are not permitted, and all SPPRA rules and notifications must be strictly followed.
