Description / Scope of Work
Pakhtunkhwa Highways Authority (PKHA), Peshawar, invites electronic bids for five special repair and annual operation, maintenance and rehabilitation (AOM&R) packages on provincial highways in Khyber Pakhtunkhwa. The contracts cover sections totalling approximately 170 kilometres across highways S-12, S-5, and S-12-D in districts including Mansehra and Haripur, with estimated costs ranging from Rs. 3 to Rs. 45 million. These are second-time tenders using the Single Stage One Envelope procedure under KPPRA Procurement Rules 2014, with bids invited through the EPAD e-procurement system at https://kp.eprocure.gov.pk.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in categories C-5 or C-6 and above (depending on package), hold active taxpayer status with Khyber Pakhtunkhwa Revenue Authority (KPRA), and submit Call Deposit Receipts (CDRs) ranging from Rs. 1,000 to Rs. 13,500 as tender entry fees. Bid security is calculated at 2% of engineer's estimate for bids up to 10% below estimate; additional security of 8% is required for bids 10–20% below estimate, and security equal to the differential amount plus detailed rate analysis for bids exceeding 20% below estimate. Original CDRs, copies of CNIC, PEC registration certificates, and proof of KPRA active status must be submitted physically to the Deputy Director (Procurement) at PKHA offices, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar.
Bid documents and engineer estimates are available on PKHA's website (www.pkha.gov.pk) and the EPAD portal. Electronic bids are valid for 90 days and will be opened on the EPAD system 30 minutes after the closing time of 1200 hours on 31 August 2026, in the presence of the procurement committee and participating bidders. Bid security of the three lowest bidders will be retained until bid approval. The successful bidder with an accepted bid of Rs. 20 million or more must deposit performance security equivalent to 10% of the bid amount within 14 days of receiving the Letter of Acceptance.
