Description / Scope of Work
The Ministry of Planning, Development and Special Initiatives invites electronic bids from original manufacturers, authorized distributors, suppliers, contractors and firms registered with PPRA on E-PADS and with the Income and Sales Tax Departments for the supply and installation of IT equipment and networking during the financial year 2026-27. The project, titled Strengthening of Ministry of Planning, Development and Reforms in IT, aims to procure comprehensive end-to-end turnkey solutions. This procurement is conducted at the federal level as part of a structured initiative to enhance the Ministry's technological infrastructure and operational capacity across its departments and offices.
Eligible bidders must be original manufacturers, authorized distributors, or suppliers registered with PPRA on E-PADS and also registered with the Income and Sales Tax Departments. All bids must be accompanied by bid security as specified in the bidding documents, submitted either as a pay order or in the form of a bid securing declaration as detailed in the procurement documentation. The procurement follows Single Stage-Two Envelope methodology using Quality and Cost Based Selection (QCBS) technique in compliance with the Public Procurement Rules 2004 and associated regulations.

Electronic bids must be submitted through E-PADS on or before Wednesday, September 2, 2026 at 2:00 PM. Manual bids will not be accepted. Electronic bids will be opened on the same day at the bid opening time, at least 30 minutes after bid closing on www.eprocure.gov.pk and www.ppra.org.pk. Notification of the GRC constituted under Rule 48 of Rule 2004 is provided on procurement agency websites.
