This is a framework contract for printing services with an estimated value of Rs.
4.4 million spanning the entire 2026-27 financial year. The scope covers item-wise stationery printing supplies for a judicial institution, suggesting routine, steady-state orders rather than one-off projects. The notice emphasizes that bidders must quote every single item or face disqualification, indicating multi-SKU complexity. Registration requirements (income tax, GST, PST, professional tax certificate) and 5% bid security signal a moderately formal procurement. The 30-minute window between submission and opening suggests electronic processes are mature. Bidders should note that the Performance Guarantee at 10% is substantial and will be held until contract completion.
Who can bid: Bidders must be registered with Income Tax, GST, and Punjab Sales Tax Departments with a valid professional Tax Certificate for 2026-27, and must be registered on the e-Procurement System. The notice calls for well-reputed and financially sound firms. Typically for printing and stationery supply contracts of this scale in Punjab, PEC registration is not required; however, relevant industry certification and demonstrable prior experience in the specific field are standard prerequisites.
