Description / Scope of Work
Punjab Judicial Academy invites electronic bids for a framework contract for procurement of stationary items during the financial year 2026-27 (up to 30 June 2027) under the Punjab Procurement Rules 2014. The estimated procurement value is Rs. 2,612,000 and the contract will be awarded on an item-wise basis to qualified suppliers. This is a recurring framework arrangement to ensure continuous supply of office stationery to the Academy's operations in Lahore, Punjab. The procurement follows single-stage one-envelope bidding procedures as mandated by rule 38(1) of PPR 2014, with all rates required to be inclusive of GST and PST.
Bidders must be well-reputed, financially sound firms, companies, distributors, manufacturers, sole proprietors or general order suppliers with proven experience in the stationary sector. Eligible bidders are required to hold current professional tax certificates for 2026-27 and maintain valid registration with the Income Tax, General Sales Tax and Punjab Sales Tax Departments. A bid security equivalent to 5 per cent of the estimated amount must be submitted electronically in the form of CDR, bank guarantee, demand draft or pay order through the e-Procurement System Punjab. Bidders must quote rates for each and every item; any item left without a rate will render the bid non-responsive. The successful bidder will be required to furnish a performance guarantee equal to 10 per cent of the total contract value.
Bidding documents are available immediately after publication on the e-Procurement System Punjab portal at www.ep.punjab.gov.pk and can also be downloaded from www.pja.gov.pk and https://eproc.punjab.gov.pk. Electronic bids must be submitted online by 1:00 PM on 31 August 2026, with opening scheduled for 1:30 PM the same day. No pre-bid meeting will be held. Bid security copies must be emailed to addl.admin@pja.gov.pk before the submission deadline. Delivery timelines will be specified in individual purchase orders. The procuring agency reserves the right to accept or reject all bids at any time prior to formal acceptance.

This is a recurring framework contract for office stationery supply to a government judicial training institution.
The estimated value of Rs 2.61 million represents moderate scale procurement spread across multiple item categories on an item-wise basis. The tight 30-minute window between submission and bid opening (1:00–1:30 PM) demands precise online portal compliance. As a framework contract extending to June 2027, successful bidders gain long-term supply visibility, though they must maintain continuous GST/PST registration throughout the period. The requirement that every item be quoted—with any omission rendering the entire bid non-responsive—imposes high administrative precision on bidders.
Who can bid: Bidders must be registered with Income Tax, GST and Punjab Sales Tax Departments and hold professional tax certificates for 2026-27. Firms must be well-reputed and financially sound; sole proprietors and general order suppliers are explicitly eligible. Typically, bidders in stationary procurement must also maintain current business registration and demonstrate prior supply experience in the sector, though the notice does not explicitly state these requirements.
