Description / Scope of Work
Pakistan State Oil Company Limited (PSO) invites prequalification applications from suppliers for procurement of Microsoft Licenses through open framework agreements in accordance with PPRA Rules 16A. This is a three-year framework arrangement under which PSO will issue subsequent call-off contracts to prequalified bidders. The prequalification process is open to all national applicants meeting the stated eligibility criteria. Prequalification documents are available for collection through the SAP Ariba portal at https://tenderpso.com.pk:8022/TenderNotices.aspx from 17 August 2026 to 02 September 2026 between 08:30 AM and 04:30 PM. The procurement is being conducted at PSO's Karachi headquarters on behalf of the company's operations across Pakistan.
Applicants must be active taxpayers with valid National Tax Number (NTN), GST/PST certificates, and CNIC documentation for the owner or authorized representative. Vendors are required to register on the SAP Ariba Network if they do not already possess an Ariba Network ID. All prequalification documents must be submitted electronically through the SAP Ariba portal by 02:15 PM on 02 September 2026. The submission must include a duly signed and stamped request letter on official letterhead with the reference number PQ-A4922-IA clearly mentioned in the subject line, accompanied by scanned copies of all required tax and identity documentation.
Document opening will commence at 03:00 PM on 02 September 2026 through the SAP Ariba portal. Only prequalified applicants will be eligible to participate in subsequent invitation to bid proceedings. PSO will sign framework agreements with successful bidders following the bidding process.
