Cantonment Board Abbottabad invites sealed bids from eligible contractors for hiring of municipal solid waste management services covering Main Mansehra Road in Abbottabad, Khyber Pakhtunkhwa. The contract is for a three-year period with scope including collection of approximately 30-35 tons of municipal solid waste in two shifts daily, sweeping and collection of all garbage points cleared before 8:00 AM, road sweeping by manual or mechanical means, waste transportation in at least two shifts, and safe disposal at the designated landfill site at Salhad (approximately 17 kilometres from Abbottabad). The contractor must establish and operate a warehouse at the landfill for waste segregation, sorting, recyclable material management, and maintenance of hygiene and environmental standards. Waste burning at any location is prohibited.
Eligibility criteria require bidders to be registered on EPADS v2.0, possess valid NTN and GST registration, be listed as Active Taxpayers, and demonstrate a minimum of five years proven experience in similar municipal solid waste management projects. Applicants must submit a company profile and list of completed or ongoing relevant projects. Bid security of 5 percent of the estimated cost in the form of a bank draft or pay order is required. Financial proposals will be evaluated only from technically qualified bidders under the Single Stage Two Envelope procedure in accordance with PPRA Rules 2004.
Bids remain valid for 180 working days from the date of opening. Interested contractors should obtain tender documents from the Cantonment Board Abbottabad Procurement Section. After successful completion of the first contract year, a 10 percent enhancement in the contractual amount will be permitted for the subsequent year subject to Board approval. Waste segregation and recyclable management provisions include sale of recovered materials at a 60:40 profit ratio with the Cantonment Board.
