SNGPL seeks Chromate supply under a straightforward single-stage procurement with closing 22 September 2026.
This appears to be a routine operational procurement for pipeline operations. The two-envelope system separates technical and financial evaluation, meaning technical compliance is evaluated first before price is considered. Bidders should note the compressed timeline to closing and the requirement for both domestic manufacturers and foreign suppliers to meet stringent documentation including Integrity Pacts and beneficial ownership declarations. The 90-day bid validity period and third-party inspection rights suggest SNGPL exercises strict quality control on chemical inputs.
Who can bid: Eligible bidders include foreign suppliers, their authorized local agents, and local manufacturers or suppliers of Chromate. All bidders must hold valid Bid Bonds per Clause 17, provide tax registration and income tax certificates if applicable, and submit full Integrity Pact compliance documentation. Bidders must also declare ultimate beneficial owners per PPRA Rule 19 and provide Certificates of Non-Collusion. Typically, suppliers of industrial chemicals to utility providers must hold relevant industry registrations and demonstrate financial capability.
