Description / Scope of Work
The Islamabad Capital Territory (ICT) Police is inviting sealed electronic bids from eligible vendors for the procurement of drugs, medicines, medical and laboratory equipment required for Police Lines Dispensary, Islamabad during the financial year 2026-27. The procurement shall be conducted through the e-Pak Acquisition and Disposal System (ePADS) version 2.0, operating under the Public Procurement Regulatory Authority (PPRA) framework. All bidders must hold valid and active National Tax Number (NTN) and Sales Tax Registration Number (STRN), and must be registered on the ePADS portal to participate in the electronic bidding process.
Eligible bidders must be registered firms or companies with regular history of paying Sales Tax and Income Tax, and must be included in the Active Tax Payers List (FBR). Participating vendors must submit certified copies of firm registration, General Sales Tax Registration, and National Tax documentation along with bank account details. Each bid must be accompanied by bid security of the prescribed value as mentioned in the bidding documents; acceptable forms include Pay Order, Call Deposit Receipt (CDR), Bank Guarantee or Demand Draft. Registration on ePADS version 2.0 is mandatory for all interested bidders prior to submission.
Bid documents are available on the ePADS portal and should be submitted electronically through ePADS version 2.0 by 11:00 AM on Friday, September 04, 2026. Bids will be opened on the same day at 11:30 AM via ePADS; manually submitted bids will not be accepted under any circumstances. The procurement shall follow the Single Stage Two Envelope method with Quality and Cost Based Selection (QCBS) in accordance with Public Procurement Rules 2004 and PPRA guidelines.
