Description / Scope of Work
The Government Secondary School of Special Education for HI (Boys) Multan invites online bids through the E-Procurement System for the procurement of uniform items and shoes for winter and summer seasons for approximately 270 enrolled special students. The procurement consists of two lots: Lot 01 covering uniform kits for boys as per department specifications for both summer and winter (estimated cost PKR 2,250,000) and Lot 02 for winter season jerseys (estimated cost PKR 250,000), with a grand total estimated value of PKR 2,500,000. The school is located in Multan, Punjab and this procurement is for the financial year 2026-27.
Eligible bidders must be registered firms, suppliers, or manufacturers with valid Income Tax registration, Sales Tax registration, and E-Procurement System registration as per PPRA Rules 2014 and subsequent amendments. Bid security of 3% of the total estimated cost (PKR 75,000) in the form of a CDR must be submitted with the technical proposal. Bidders must also provide attested CNIC copies of the owner, GST certificate, income tax registration proof, sales tax returns for the last two years in month-wise format, three years of audited financial statements by a chartered accountant firm, and an affidavit on Rs 100 e-stamp paper confirming the firm is neither blacklisted nor involved in litigation. A performance guarantee of 10% of contract value is required prior to issuance of the supply order.
Tender forms must be uploaded on the E-Procurement System by 07-09-2026 at 10:30 AM. Technical bids will be opened on the same day at 11:00 AM at the office of the Principal in the presence of the Purchase Committee and authorized representatives of bidding firms. Firms must present uniform samples at technical bid opening for assessment of fabric quality, stitching standards, and color matching. Financial bids of technically qualified firms will be opened after the grievance period expires. Uniforms will be subject to testing at National Textile University Faisalabad or any recognized government or autonomous laboratory, with testing costs borne by the successful bidder. The successful bidder must take student measurements within 10 working days after the grievance period and complete supply within 30 days of supply order issuance.
