Tender Details
Description / Scope of Work
The State Subject department of Azad Jammu and Kashmir invites sealed bids from qualified, experienced and financially sound individuals and organisations for the provision of four essential services: cafeteria operations, uniform store management, laundry services, and boarding facility services. The tender is issued under a two-stage single envelope procurement process and covers multiple ongoing service contracts with defined technical and financial specifications. These are recurring monthly services provided to staff and beneficiaries of the department, with standardised rates and performance criteria established for each service line. The scope includes provision of hygienic food items from approved suppliers for the cafeteria, supply of prescribed uniforms and materials from approved vendors for the store, washing and maintenance of departmental clothing through a bundle-based laundry arrangement, and maintenance of boarding facilities to departmental standards with fixed daily rates.
Eligibility criteria require bidders to have minimum five years of documented experience in the relevant service sector, possess security clearance by not appearing on any government blacklist, and demonstrate financial capability through submission of security deposits and national identification documents. Bidders must submit proof of NTN registration, original and attested copies of CNIC and NOK identification for relevant personnel, and departmental registration certificates. Technical bid evaluation will prioritise proposals offering superior service quality, appropriate storage facilities, and competitive monthly rates not falling below the minimum threshold of Rs.15,000 for cafeteria and uniform store services, with laundry services evaluated on per-bundle package pricing and boarding services on per-night rates.
Bid documents are invited in a sealed two-envelope format separating technical and financial proposals. The uniform store submission deadline is 15 September 2026. Technical bid opening is scheduled for 21 September 2026, with financial bid opening to follow after shortlisting of technically qualified bidders. Cafeteria service dates, boarding service schedule, and laundry service dates are to be announced separately or monthly as determined by the department. Tender documents detail specific performance standards, quality expectations, and monthly billing procedures for each service category. The department reserves the right to reject any or all bids without assigning reasons, and successful bidders will be bound by departmental rules and regulations.
