Description / Scope of Work
The Directorate of Works & Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, invites electronic bids for six sports infrastructure projects under the Swabi Area Development Project 2026-27 (PK-50). The procurement encompasses construction of a futsal court, cricket academy, basketball court and sports lighting installation at BKSC (estimated cost Rs 44 million), construction of Maneri Payan playground (Rs 40 million), repair and rehabilitation of Tehsil Lahor playground (Rs 30 million), Zaroobi playground (Rs 15 million), Kaddi sports ground (Rs 15 million), and up-gradation of Pabeni cricket ground (Rs 6 million), totalling approximately Rs 150 million in project value across Swabi district in Khyber Pakhtunkhwa province.
Bidders must hold active registration with Pakistan Engineering Council in category C5 or above (for projects exceeding Rs 30 million) or C6 and above (for smaller works), along with KPRA registration and active taxpayer list status. Bidders must have completed at least two similar playground or sports construction projects within the last five years, each valued at minimum 70 percent of the respective engineer's estimate. Bid security of 2 percent of the estimated cost plus stamp duty (Rs 18,750) is required. Joint ventures are not permitted, and bidders must demonstrate ownership or lease agreements for key construction equipment including excavators, rollers, compactors and concrete mixers.
Bids must be submitted electronically through the E-PADS portal (https://kp.eprocure.gov.pk/) by 15 September 2026 at 12:00 PM, comprising Technical Bid, Financial Bid, CDR and supporting documents. Hard copy CDR must be physically delivered to the office of the Deputy Director Works, Peshawar Sports Complex near Saddar, Peshawar Cantt, on or before the deadline. Technical bids will be opened on 15 September 2026 at staggered times from 12:30 PM onwards by project; financial bid opening dates will be announced after technical evaluation.
